Paint.NET: A freeware enhanced Windows Paint Program developed at Washington State University with additional help from Microsoft.

Paint.NET has many of the powerful features that expensive commercial applications have, including the ability to use layers. Paint.NET will do a lot of the things that the commercial graphics programs do. If you're looking for a good graphics program but don't want to pay for it, check this out.
